**PLEASE READ**
It is strongly recommended that you obtain a temporary 60 day server license prior to registering for a server training class. We do not accept license fees at the training classes, and cannot issue temporary licenses during the classes. If you have your temporary license before you attend the training, we can issue your permanent license to you at the end of the training class. You may receive your temporary license at City Hall, room 106, or the Law Enforcement Center, the SJPD side.

The St. Joseph Police Department is committed to reducing the sale/giving away of liquor to minors by businesses/homeowners. If you know of such activity, you may report it using the form below. The information you provide will be forwarded to the appropriate personnel for follow-up. Providing us your name is not required although it will validate your submission as well as give investigators the ability to contact you for further information if necessary. All information you submit, including your identity if disclosed, will be kept confidential if you desire.

What is an “Alcohol Server License”?
Business owners must have a license for their establishment to sell alcoholic beverages and the license can be suspended or revoked or administrative fines imposed for failure to comply with various laws and regulations. An alcohol server license is similar as it requires the individual employee to be licensed as well, in order to sell or serve alcoholic beverages. Just like the business owners, the individual employee can have their license revoked or administrative fines imposed against their license for violation of various laws and regulations. This license increases the accountability of the individual employee to the same level that business owners have.
Who has to have an Alcohol Server License?
individuals directly engaged in the retail sale, service, delivery or dispensing of intoxicating and non-intoxicating alcoholic beverages and includes taking orders for, accepting payment for, mixing, serving or assisting in mixing or serving. Examples would be persons that act as a bar manager, bartender, waiter, waitress, cashiers and sales clerks.
How do I obtain an Alcohol Server License?
An application for and a fee of $15.00 will be submitted to the city within 5 days of employment commencing. Once a completed application has been received and the fee paid, a 60 day temporary alcohol server license will be issued. The requisite training and server license shall be obtained within 60 calendar days of employment. Once the requisite training, as approved by the Police Department has been completed, a three year permanent license will be issued to you.
Where can I obtain an Alcohol Server License Application?
An application form can be obtained at the Customer Assistance Department located at City Hall, 1100 Frederick Avenue or at the St. Joseph Police Department located at 501 Faraon Street. The form can also be downloaded and printed from the St. Joseph Police Departments web site www.stjoepd.info, or by clicking the link above the tabs.
What is the “requisite training” required?
The requisite training can be any course approved by the St. Joseph Police Department. The St. Joseph Police Department regularly offers this class in cooperation with the Missouri Division of Alcohol and Tobacco Control. These classes typically last two hours for an initial alcohol server license and one half hour to forty five minutes for renewal classes. Classes conducted at other locations in Missouri by the Missouri Division of Alcohol and Tobacco Control is acceptable provided that your attendance in the class can be verified. In addition, your employer may provide training that meets this requirement as long as the course material has been approved and your attendance in class is verified.
What happens to if I don’t get a license?
You can be issued a summons for failure to have an alcohol server license which will require you to appear in St. Joseph Municipal Court. Penalties range from not less than a $100.00 fine for a first violation, $250.00 for a second violation and $500.00 and confinement up to 60 days in the county jail for a third or subsequent violations. In addition, the business owner will be notified that you are unlicensed and they will then be responsible to insure that you either receive the license or do not sell or serve alcoholic beverages.
What happens if I sell alcohol to a minor?
Typically, first offenses result in a summons being issued to you and you will be required to appear in St. Joseph Municipal Court with a fine of not less than $100.00 upon a finding or plea of guilty. On a second violation, the officer will either issue a summons or arrest you for the violation. Fines for a second violation are not less than $250.00. Officers typically arrest persons who sell alcohol to a minor on the third violation. Third violations can result in up to a $500.00 fine and up to 60 days confinement in the county jail. In addition, your alcohol server license will be revoked on a third violation within a 3 year period, which bars you from employment involving the sale or service of alcoholic beverages. This revocation is for a period of one year and requires that you pay a reinstatement fee of $50.00, the Alcohol Server License fee of $15.00 and complete the requisite training before obtaining a new license.
Are there any exceptions?
A server license will not be required when a temporary picnic license has been issued or for a Sunday not for profit license has been issued.
If you worked for a licensed business before December 1. 2009; you will not be required to obtain an alcohol server license until July 1, 2011. This is provided to give persons already engaged in the serving or selling of alcoholic beverages time to comply with the new regulation.
If you are a new employee of a licensed establishment hired after December 1, 2009; you will be required to obtain the alcohol server license.
Any employee of a business that obtains their initial retail drink license after December 1, 2009 will be required to obtain the alcohol server license. Keep in mind that on July 1, 2011, all people in St. Joseph engaged in the selling or serving of alcoholic beverages at a licensed business must be licensed.
I am a doorman at a bar, do I need a license?
As long as you are not engaged in the retail sale, service, delivery or dispensing of intoxicating and non-intoxicating alcoholic beverages, you are not required to obtain an alcohol server license. Doorman checking identification are a good first line of defense to avoid serving minors, but the responsibility of not serving minors rests entirely on the person actually selling or serving an alcoholic beverage under current Missouri Law. The St. Joseph Police Department encourages persons acting as a doorman to attend the training to better prepare them in their duties.
Who pays for the alcohol server license?
The individual employee is responsible for paying the $15.00 application fee and obtaining the temporary permit within 5 days of beginning employment. The employee will be issued a 60 temporary permit when the application and fee has been received. The employee will need to complete the required training and obtain a permanent alcohol server license within 60 days of submitting the application.
When will my employees be required to have the alcohol server license?
Any current employee of a liquor by the drink retail license (in effect as of December 1, 2009) will not be required to comply with the alcohol server license provisions until July 1, 2011. Any new employee hired after December 1, 2009 or any employee of a business that obtains their initial liquor by the drink license after December 1, 2009 will be required to obtain the alcohol server license. Keep in mind that on July 1, 2011 all people in St. Joseph engaged in the selling or serving of alcoholic beverages at a licensed business must have an alcohol server license.
How can I verify that my employee has an alcohol server license?
There are several ways to verify this. The employee must have the permit with them when selling or serving alcoholic beverages. Ask to see the permit, which clearly states the permit number and expiration date. In addition, you can visit the St. Joseph Police Department web site at www.stjoepd.info which has the name, license number and license expiration dates listed so that employers can verify licensing information, or you can click the appropriate tab above.
How are license renewals handled?
The employee is responsible for insuring that they renew their license in a timely manner. They should submit an application for a new license within 60 days of their license expiration date and complete the refresher training in order to renew the license.
What happens if an unlicensed employee sells or serves an alcoholic beverage?
The employee is subject to being issued a summons to St. Joseph Municipal Court for failure to obtain an alcohol server license. The business will be notified that a violation occurred to inform them of the unlicensed employee. At that time, the business is responsible to insure that the employee obtains the alcohol server license or no longer serves in a position that sells or serves alcoholic beverages. If the employee continues to sell or serve alcoholic beverages after the business has been notified that the employee is unlicensed, the business is subject to suspension or revocation of the business’ liquor license.
Do my employees have to wear the license when they are working?
We currently do not require them to display the license while working, only that they have it in their possession. The employee does have to display it to an employer so that the employer can verify that the license is valid. In addition, they must present it to any law enforcement officer or city official upon request.
How do I know if a job applicant has sold alcohol to a minor in the past?
We are not able to post this type of information due to various legal issues. One safeguard we have at the current time is that any employee who is caught selling alcohol to a minor 3 times within a 3 year period will have their alcohol server license revoked for one year. Employees that have their license revoked must pay a $50.00 reinstatement fee, the $15.00 alcohol server license fee and attend training in order to be reinstated. The best practice is to do background checks on potential employees, call prior employers and ask if the job applicant was ever involved in illegal alcohol sales.
Why have alcohol server licenses?
St. Joseph businesses tend to be civic minded and concerned about the issues of illegal alcohol sales. We recognized the difficulties that local businesses had in providing proper training for their employees when selling or serving alcoholic beverages. Many businesses simply lack the staffing or expertise to provide adequate training especially smaller businesses. Several businesses have invested considerable finances in their cash register systems to deny sales to minors only to have an employee override the register to make an illegal sale. Despite the best efforts of businesses, local compliance inspections show that underage persons are successful in purchasing alcohol at businesses one out of three attempts.
By having a server license for the employee, more of the responsibility is shifted onto the employee when selling or serving alcoholic beverages. The alcohol server license requires the employee to pay for and obtain a license, the same as a business has to pay for and obtain a license to sell alcoholic beverages. The employee has to receive training so they understand their responsibilities which will reduce the possibility of them committing an illegal alcohol sale (which affects the business). The employee is subject to administrative actions against their license which can include a one year revocation thus providing them with an incentive to perform their job appropriately.
